Yep! Super easy..Obviously gold fish, the grass is fruit rollups or fruit by the foot, make sure you get some with green in them, and the gravel is actually toffee chocolate ice cream topping. I'm sure you could use chocolate sprinkles, crushed oreos, crushed butterfingers...
You just dye your icing blue, melt it in the microwave for about 10 sec. then dip your cupcake. Add all your toppings, then add icing eyes (we used black dye) and white icing "air bubbles".
I recommend making an hour or two before serving. Otherwise your fish will get soggy and the colors will start to bleed from the grass and the blue onto the fish..messy!!! (yes, the voice of experience.)
Last night my roommate had a cupcake job she was doing for someone. I got to help her just a little bit and take notes.
